Triple stepper card.
Cut the base at 8 1/2 x 7“
Score at 1”, 2”, 3 1/2”, 5”, and 6” so you get a zigzag type fold. Every other fold is an opposite score line, i.e. mountain and valley.

I had a little bit of trouble getting this to stand up after scoring and folding, so I had to rig it with some extra pieces on the side that wrapped around to brace it.

The ghost pieces might be too top-heavy so maybe a larger taller base would help next time.

The various faces were created with circle punch shapes
